Some of our PDFs and Word documents may not be structured, so they’re accessible to a screen reader. Some of these PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services and forms published as Word documents. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value)

We will try to make sure any new PDFs or Word documents we publish will meet accessibility standards, and where we find any that are not accessible, we will rectify this as soon as possible. We will carry out an audit to assess the accessibility of our PDFs and plan to either fix these or replace them with accessible HTML pages by July 2024

There are some occurrences of badly formatted links either with text that is not descriptive enough, e.g. click here or have the full web address e.g. https://www. rather than formatted link text. This fails WCAG success criterion 2.4.4 Link Purpose (In Context).

Content that’s not within the scope of the accessibility regulations
Older PDFs and other documents
Many of our older PDFs and Word documents do not meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards.

What we’re doing to improve accessibility

We plan to carry out a regular monthly website audit of hqq.co.uk using an automated service, followed by manual prioritisation of issues with key user journeys.

We use a publishing platform which is stable and has been tested for accessibility issues. This cuts down, but doesn't totally remove, the risk of web editors adding content that is not accessible

We plan to carry out further testing on a regular basis.
We are using this approach to decide on sample pages to test.

Design framework
Most of the HQQ webpages use a design system we call WIXsite. This system was built with accessibility in mind from the outset. All the page and design elements for the website are designed to create consistent pages with unified behaviours and styles.
